BVE-9100 CP shuttle knob locks up on power up-seen this? nor

Hi there,
I'm not a BVE-9000/9100 user, just trying to boot one up and check it out.
When I plug in the 9100 Control Panel (BKE-9410)the shuttle knob locks up on power up-seen this? is this normal? ideas?
