Program Outs on a GVG Kalypso

Is it possible to isolate one of the outputs (lets say output C) in the engineering setup menu so that no keyers can be inadvertently be added (assigned) by an operator during the building of effects on the switcher.

Isolating keyers from an output is done in the M/E menu. In the ENG menu, you can assign the C output to wherever you want, but if the operator changes the M/E mode and then changes the C output of the M/E then the ENG output would be affected.
