Is it possible to have m/e 3's key 1 follow what i am taking on program. Example, if camera 4 is on the air, can I have camera 4 automatically be selected on m/e 3 key 1 and have it switch to stillstore if I take stilstore on line?

You can use Internal Bus Link, linking PPA & ME3K1.  Your Link Table needs to be "unity", (camera 4 = camera 4, etc.) You should be able to create a Menu Macro that turns the function on/off if needed.  I am not aware of a way to simply copy the source from 1 bus to another, (I wish there was).
